Title III Program
What is Title III?
Title III, Part B is a federal institutional development grant that provides financial assistance to Historically Black Colleges and Universities (HBCUs) to establish or strengthen their physical plants, financial management, academic resources, and endowment-building capacity. Activities may include student services, educational equipment acquisition, facility construction, and faculty and staff development. It is a formula-based discretionary grant made to the President.

Strengthening Institutions Program at Central State University
The U.S. Department of Education’s Institutional Service (IS) office within the Office of Postsecondary Education (OPE) administers the Title III Program. The Title III Program is focused on institutions that enroll large proportions of underrepresented students. It strengthens these institutions by:
- Improving academic quality
- Improving fiscal stability
- Improving the quality of student services
- Improving the quality of Institutional management
At Central State University, Title III support is used to:
- Enhance the quality of academic services.
- Increase student enrollment and qualified faculty and staff.
- Improve the financial stability of CSU.
- Facilitate alignment of the Institution with successful execution of strategic initiatives.

As an Historically Black College or University (HBCU), Central State also receives significant Title III funding through the U.S. Department of Education.
As a result of the initiatives to grow Central State University, Title III funds are critical to the overall mission of the university. Each proposed activity is aligned with the University’s 2025-2030 Strategic Plan. CSU's Title III funding for the. Funding fluctuates each year based on data reported by the University.
HBCU Part B
CSU will use $6,547,416.00 of Title III funds in support of the following thirteen (13) activities:
- Project Administration, Evaluation & Institutional Assessment Funds management, administrative management, and acquisition of equipment for use in strengthening funds management. Requested funding $491,818.00.
- Strengthening Student Services and Outcomes through Improving the Capacity of the First- and Second-Year Student Succes (FSYSS) Tutoring, retention, and student service programs designed to improve academic success. Requested funding $1,248,970.00.
- Strengthening Student Services and Outcomes through Improving the Capacity of the Counseling Services Counseling and student service programs designed to improve academic success. Requested funding $617,707.00.
- Strengthening Academic Quality through Improving the Office of Academic Planning and Assessment Construction, maintenance, renovation, and improvement in classroom, library, laboratory, and other instructional facilities, including purchase or rental of telecommunications technology equipment or services; & (3) Support of faculty exchanges, faculty development, and faculty fellowships to assist in attaining advanced degrees in the field of instruction of the faculty. Requested funding $631,261.00.
- Strengthening Academic Quality through enhancement of the Center for Career Exploration and Development Tutoring, Retention, and Student Service Programs Designed to Improve Academic and Career Success. Requested funding $489,797.00.
- Strengthening Student Services and Outcomes through Development of the Teacher Education Advisement and Partnership Center (TEAP-C) Establishing or Enhancing a program of teacher education designed to qualify students to teach in public elementary or secondary schools in the State of Ohio that shall include, as part of such program, preparation for teacher certification. Requested funding $366,815.00.
- Strengthening Fiscal Stability Through the Capacity of an Endowment Fund Establishing or improving an endowment fund. Requested funding $100,000.00.
- Strengthening the institution through Campus Enhancement of Instructional Spaces Maintenance Plan Construction, maintenance, renovation, and improvement in classrooms, libraries, laboratories, and other instructional facilities, including purchase of or rental of telecommunications and technology equipment. Requested funding $1,000,000.00.
- Strengthening the institution through Academic Quality through the Honors College Tutoring, Retention, and Student Service Programs Designed to Improve Academic Success. Requested funding $323,393.00.
- Strengthening the institution through Academic Quality through the Community Safety Improve Campus and Student Safety, Tutoring, Mentoring, Student Retention, and Student Service Programs Designed to Improve Academic Success. Requested funding $332,347.00.
- Strengthening the institution through Academic Quality through the Student Ombuds: Tutoring, counseling, and student service programs designed to improve academic success. Requested funding $237,503.00.
- Strengthening the institution through Academic Quality through the Graduate Studies: Academic instruction in disciplines in which Black Americans are underrepresented. Requested funding $224,611.00.
- Strengthening the institution through Academic Quality through the Allied Health. Requested funding $483,194.00.
HBCU Part F
CSU will use $1,163,230.00 of Title III funds in support of the following four (4) activities:
- Strengthening Academic Quality through Development of the Center for International Education. This activity falls under the Title III LAA Category, Academic instruction in Disciplines in which minorities are underrepresented. Requested funding $193,688.00.
- Strengthening and Enhancing Online Course Engagement. This activity falls under Title III, Construction, maintenance, renovation, and improvement in classroom, library, laboratory, and other instructional facilities, including purchase or rental of telecommunications technology equipment or services. Requested funding $475,006.00.
- Strengthening the Academic Program through Enhancement of the Theatre Arts Program. Academic Instruction in Disciplines in which minorities are Underrepresented. Requested funding $175,362.00.
- Strengthening the Institution through Library Resource Enhancement. Purchase of library books, periodicals, and other educational materials, including telecommunications program material. CSU will use $6,369,233.00 of Title III funds in support of the following thirteen (13) activities:
- Project Administration, Evaluation & Institutional Assessment (HBCU)-Manages Title III funds. Requested funding $734,875.00.
- Strengthening Student Services and Outcomes through Improving the Capacity of the Undergraduate Student Success Center (USSC) and the Office of Retention and Academic Success - Provides advising, tutoring, retention tracking, and social developmental. Requested funding $1,243,021.00.
- Strengthening Student Services and Outcomes through the Counseling Center - Helps students maintain emotional well-being. Requested funding $528,232.00.
- Strengthening Academic Quality through Improving the Office of Academic Planning and Assessment (OAPA) - Supports accreditation, curriculum, and faculty development. Requested funding $855,195.00.
- Strengthening Academic Quality through Professional Development Program for Health and Legal Professions - Advises and assists with preparation for graduate school. Requested funding $280,000.00.
- Strengthening Student Services and Outcomes through Development of the Teacher Education Advisement and Partnership Center (TEAP-C) - Supports the success of teacher education students. Requested funding $436,100.00.
- Strengthening Fiscal Stability Through the Capacity of an Endowment Fund - Creates an endowment to improve fiscal stability. Requested funding $100,000.00.
- Strengthening the Institution through Campus Enhancement of Instructional Spaces Maintenance Plan - Maintains and improves instructional spaces. Requested funding $1,000,000.00.
- Strengthening the Institution through the Honors College - Improve the University’s enrollment profile and its retention, graduation, and graduate placement rates. Requested funding $349,978.00.
- Strengthening Community Safety and Well Being. - Improve Student Safety, Tutoring, Retention, and Student Service Programs Designed to Improve Academic Success and Mentoring. Requested funding $354,515.00.
- Strengthening Academic Success through the Office of Student Ombuds - Tutoring, counseling, and student service programs designed to improve academic success. Requested funding $242,706.00.
- Strengthening the Office of Graduate Studies Programs - Academic instruction in disciplines in which Black Americans are underrepresented. Requested funding $244,611.00.
- Strengthening the institution through Academic Quality through the Enhancing CSU’s Student Aid Administration and Regulatory Compliance. Requested funding $200,212.00 – Old money.
HBCU Part F
CSU will use $1,134,573.00 of Title III funds in support of the following four (4) activities:
- Strengthening Academic Quality through Development of the Center for International Education. This activity falls under the Title III LAA Category, Academic instruction in Disciplines in which Black Americans are underrepresented. Requested funding $193,688.00.
- Strengthening and Enhancing Online Course Engagement. This activity falls under Title III, Part F LAA Category (2) Construction, maintenance, renovation, and improvement in classroom, library, laboratory, and other instructional facilities, including purchase or rental of telecommunications technology equipment or services; & (3) Support of faculty exchanges, faculty development, and faculty fellowships to assist in attaining advanced degrees in the field of instruction of the faculty under the Focus Area Academic Quality. Requested funding $538,089.00.
- Strengthening the Academic Program through Enhancement of the Theatre Arts Program. Academic Instruction in Disciplines in which Black Americans are Underrepresented. Requested funding $162,058.00.
- Strengthening the Institution through Library Resource Enhancement. Purchase of library books, periodicals, and other educational materials, including telecommunications program material.
