Central State University welcomes David Massey as VP for Technology, CIO

Central State University is pleased to welcome David Massey as its new Vice President for Technology and Chief Information Officer. Massey, a seasoned leader with over 20 years of cross-sector experience, brings a strong track record in higher education, technology, law, and finance.

In partnership with Ferrilli, Central State selected Massey for his proven ability to drive digital transformation and lead strategic planning efforts that elevate institutional performance. His leadership will play a key role in strengthening CSU’s IT infrastructure and aligning technology strategies with the University’s long-term vision for innovation, growth, and student success.

Massey will be instrumental in developing and executing short-term IT strategies that support CSU’s current goals while laying a solid foundation for future initiatives. His expertise will help ensure that technology continues to enhance the academic experience, streamline operations, and support the evolving needs of students, faculty, and staff.

He holds a Juris Doctor in Corporate and Intellectual Property Law and an MBA from the University of Toledo. He is also completing his Ph.D. (ABD) in Technology Management with a focus on Digital Communications and Cyber Leadership through Indiana State University and Capitol Technology University.

As Massey steps into his new role, he will work closely with Gretchen Parrish, who has served as Interim/Transitional CIO. Parrish’s continued collaboration will support a smooth transition and maintain momentum on critical technology projects already underway.
