Dr. Jack Thomas took office as the ninth president of Central State University on July 1, 2020, bringing decades of successful academic leadership.
Dr. Thomas comes to Central State after nearly a decade as president of Western Illinois University, a state-run university, where he successfully managed a budget of nearly $224 million during a period of unprecedented state fiscal challenges.
In addition to serving as president, he has also held an assortment of senior leadership and academic positions at Middle Tennessee State University, the University of Maryland Eastern Shore, and South Carolina State and Johnson C. Smith universities.
A native of Lowndes County, Alabama, Dr. Thomas holds a Ph.D., in English (Literature and Criticism) from Indiana University of Pennsylvania, a Master of English Education from Virginia State University, and a Bachelor of Arts in English from Alabama A & M University. Dr. Jack Thomas joined Central State University as president July 1, 2020, bringing a long track record of success in several academic settings.
Dr. Thomas brings visibility and insights from experience in every aspect of academia. Roles he has held have included president, interim president, provost and academic vice president, executive vice president, executive assistant to the president, dean, department chair and English professor.
Dr. Thomas is currently a Senior Fellow with the American Association of State Colleges and Universities. Previously, Dr. Thomas served as president of Western Illinois University (WIU), a state-run university where he served for nearly a decade. As president, he successfully managed a budget of nearly $224 million during a period of unprecedented state fiscal challenges.
At WIU, Dr. Thomas was responsible for a number of accomplishments, including increasing diversity, creating new academic programs, managing fiscal and cash flow issues brought on by the state’s financial crisis, investing in STEM and other academic programs, increasing funding for student scholarships, and establishing a presidential institute to foster and improve corporate, community and K-12 relations. Under Dr. Thomas’ leadership, the Institution constructed a new campus in Moline, Illinois and achieved its multimillion dollar capital campaign goal. WIU has been rated as a "Best in the Midwest College" by the Princeton Review and as a top tier Midwest Universities Master's institution by U.S. News and World Report.
Prior to WIU, Dr. Thomas spent more than 20 years serving in various capacities in several institutions of higher education. From 2004 until 2008, he served as senior vice provost for Academic Affairs and interim dean at Middle Tennessee State University. There, Dr. Thomas improved diversity, assisted with the design of new academic programs, coordinated the implementation of a new key assessment instrument, enhanced academic reviews and mentoring.
From 1990 until 2004, Dr. Thomas served in several roles at the University of Maryland Eastern Shore, including interim president, executive vice president and associate vice president for Academic and Student Affairs. During his tenure, he enhanced fundraising, implemented new academic programs and drove increased enrollment.
Earlier in his career, Dr. Thomas served as an English instructor at South Carolina State University and Johnson C. Smith University.
Dr. Thomas is a nationally and internationally recognized leader in higher education administration.
Dr. Thomas' influence on the academic community extends to his service on several distinguished boards including the Marguerite Casey Foundation Board of Directors; the Illinois Board of Higher Education; the Stillman College Board of Trustees; the American Association of Blacks in Higher Education Board; the American Council on Education Council of Fellows; the NCAA Presidential Forum; the Illinois Campus Compact Board; the Heart of Tennessee Chapter of the American Red Cross Board; and the Rutherford County YMCA Board.
Nationally, Dr. Thomas graduated from the Harvard Leadership Program, served as an American Council on Education Fellow, was a Kellogg-NAFEO Fellow, participated in the Salzburg Seminar in Salzburg, Austria, and participated in Leadership Middle Tennessee. He has also served as the chair of the NCAA Accelerating Academic Success Program (AASP) Selection Committee. He served as the chairperson of the (AASCU) Christa McAuliffe Award Presidential Selection, and as a committee member of the Middle States Visitation Team.

Dr. Thomas is a published researcher, and the focus of his research has been on black males in literature. Additionally, Dr. Thomas is the author of numerous publications and professional presentations including his most recent publication titled, Within These Gates: Academic Work, Academic Leadership, University Life, and the Presidency. Dr. Thomas has been a committed advocate for diversity and inclusion. He has been recognized by Minority Access, Inc. and others for his work helping to provide meaningful and transformative opportunities for minorities through mentorship and access at various universities. Dr. Thomas has done further graduate work in theological studies at Liberty University and is an ordained Baptist Minister. Dr. Thomas' current body of work includes research on public institutions that have had to make transformative programmatic and human capital decisions due to decreased federal and state financial support and declining enrollment. The working title of Dr. Thomas’ latest book is "From the Segregated South to the Presidency."

Good morning. I’m honored to have been chosen as the 9th President of Central State University. I especially want to thank Chairman Mark Hatcher, other members of the Board of Trustees and the search committee. This has been a long yet rewarding process, and I thank you for selecting me as your next President.
When I decided to leave my last position, I thought long and hard about where I could have the most impact in the next stage of my career. My professional life has taken me to a number of fine institutions – each with its own unique place in our educational system. As I learned about Central State University, I felt that this was a very special institution and one where I could contribute the most to its future success.
I want to thank President Cynthia Hammond for her leadership here at Central State University. Her transformational work has positioned the University as a competitive and progressive university. President Hammond has without a doubt left a lasting impression on the CSU community that will never be forgotten. I would like to thank Governor Mike DeWine for his wonderful phone call welcoming me to the great State of Ohio and to Central State University.
I embrace the mission, the legacy and the rich traditions of this University. I am a product of two 1890 Land Grant Universities, and I have held positions at two 1890 Land Grant Universities. My connection and experience with such institutions have uniquely positioned me to truly understand and appreciate the work that lies ahead. I am impressed by the rich legacy of Central State. In 1958, then President Charles H. Wesley of CSU hosted Reverend Dr. Martin Luther King, Jr., as the commencement speaker, where he encouraged students to embrace the new era ahead. Dr. King’s mentor and one of my heroes Dr. Benjamin E. Mays, a Baptist minister and former President of Morehouse College once said, “Whatever you do, strive to do it so well that no man living and no man dead and no man yet to be born could do it any better.”
Like many of the current students, I too was a first-generation college student. I grew up on a farm in Calhoun, a small community in Lowndes County, Alabama. My parents were not able to get a formal education because they had to work in the fields and lived through the tumultuous battles of civil rights. I can remember my mother saying “Son, I want you to finish high school and go to college. Someone has to do something a little different from what your father and I have done.” Through my mother’s encouragement, I began to excel in my studies. My father taught me the importance of a strong work ethic. My mother has since passed away, but my father still lives on the family farm. I salute my parents today.
I want to take this opportunity to thank my wife, Dr. Linda Thomas, for always standing with me and believing in me and for always serving as my number one supporter. I also want to thank our two sons, Patrick and Darius, who could not be with us today.
As a university, we must be winners in all that we do. We must win in the region. We must win in the state. We must win nationally and internationally. We must think big, dream big and achieve our goals as a university. If our dreams don’t scare us, then they are not big enough! According to the secret of successful mountain climbing, if you aim at nothing, you will hit nothing. If your goals are vague, your achievements will be vague also. However, if your goals are specific, then you will harvest specific results. Therefore, it is imperative that you aim high and your goals are very specific. We certainly will aim high. We will be specific, and we will achieve our goals.
During my tenure here as President of Central State University, we will set goals and create strategies to achieve them by working with all constituencies, including faculty, staff, students, alumni, legislators, stakeholders, friends of the University, and many others. As Jim Collins says in his book “From Good To Great,” this is a very good university. We will do what is necessary to make Central State University a great university. As Ohio's only 1890 Land Grant institution, Central State University is becoming an institution of distinction locally, nationally and around the world. We will begin and complete a new strategic plan by building upon the historic foundation that has already been laid for our University. Shared governance is the cornerstone of a healthy and successful institution. I believe in collaborative efforts designed to engage all stakeholders by keeping them informed and involved. I often say that everybody deserves to be treated with civility and mutual respect.
1. We will enhance and maintain compliance for our 1890 Land Grant mission through academic programing, cooperative extension, grants, research and federal and state funding.
2. We will grow our enrollment by meeting prospective students where they are, exploiting the most modern and culturally effective forms of communication. We will continue by organizing and reinforcing existing administrative processes and exhausting every effort to provide excellent service to our various stakeholders. We will focus on being a student-centered university where every decision is made with the students’ best interest at heart. With the national decrease in enrollment and subsequent negative impact on student financial aid, we must embrace a new approach to recruiting with a focus on diversity. We will find creative and engaging ways to showcase the talents, unique skills and academic excellence of our academy.
3. With a combination of useful and productive technologies, we will greatly improve our retention and graduation rates by taking the time to implement innovative techniques like a robust early alert system to truly understand where our students are falling short before it's too late.
4. We will develop an aggressive marketing and rebranding campaign that comprehensively defines our audience and establishes dominance and brand authority in our market.
5. We will begin the groundwork for a multimillion-dollar comprehensive fundraising campaign and strengthen our donor relations by opening meaningful and prosperous dialogue around the impact of their generosity. The comprehensive fundraising campaign will support scholarships, faculty development, academic programs instructional equipment and facilities.
6. We will develop a bona fide Honors College that will be placed at the forefront of the University. We will recruit some of the best and brightest students that will help to enhance the overall academic profile of the University, focusing recruitment efforts on students with high ACT/SAT and grade point averages.
7. We will transform our academy through increasing degree offerings, carving a niche in academic programs and identifying signature academic offerings. We will establish flexible course offerings including, online, weekend and hybrid courses. Ultimately, it is our goal to propose a school of graduate studies with prospectus for masters and doctoral degrees.
8. Our efforts to enhance retention will include strengthening the culture of our incoming and current students by building a new learning and living environment that includes new residents’ halls and renovations to existing ones.
9. We will review the University’s campus master plan to determine those facilities that we should forge ahead in seeking funding and establishing a timeline for construction, particularly those that are centered around our 1890 Land Grant mission with a focus on agriculture.

As I begin my eighth year as president of Central State University, I wonder where has the time gone! When you have the best job of your life, it seems as if time speeds like fast shooting stars in the galaxy. Over the course of the last seven years, Central State has experienced transformation of its identity, space and trajectory. That transformation was the result of Trustees, faculty, staff, students, alums, Ohio legislature and the CSU community coming together to work toward excellence and sustainability for decades to come.
I am humbled to be a part of this University and be a witness to our academic successes of achieving five new program accreditations; extended Higher Learning Commission reaffirmation; recruitment of stronger academically prepared students; and a dynamic Strategic Plan that consistently guides our day to day operations.
Other noted recognitions include the establishment of trademarked tenets (Service, Protocol and Civility®) that distinctively identify our essence; design and implementation of smart classrooms without walls; infusion of new innovative technologies; recognition as a research laboratory for emerging commodities; increase in comprehensive safety campus protocols; construction of a new residence hall with a Wellness Complex; new state of the art Library, new University Student Center; coveted Land Grant status, complete renovation of Emery Hall; over three million dollars in annual scholarship allocations; new community partnerships; major increase in donorships; and a new site location-CSU Xenia. This year, we will embark on a major initiative of on-line course delivery that will identify Central State University as national academic providers of distance learning.
In the last five years, Central State University has acquired ownership of 11 properties on Brush Row Road and Hwy. 42 that surround the main campus. The acquisition of these properties ensures that CSU will always have control of these residential and commercial spaces and that the use of the spaces will be in the best interest of the University.
Additionally, through a partnership agreement with Sodexo Catering, CSU will have a modern grocery store that will provide convenient shopping for faculty, staff, students and the community. Within the year, we will also begin the upgrade and redesign of the track and football field; and the Botanical Garden will add aesthetic beauty to the campus entrance and serve as a demonstration site for students.
Thanks to the generosity of one of our major donors, Central State will also be able to redesign the old power plant into an academic success and career center.
This has been an amazing journey!
These achievements are the results of each of you, administration, faculty and staff, alums, students, state legislators and external partners being committed to the growth and success of Central State University! Thank you for your commitment, energy, forward thinking and always looking to be better each day! It is with this wonderment of Central State University that it is time for me to say “adieux”. I have notified the Board of Trustees that 2019-2020 will serve as my culminating year as president. It has been a true blessing to work with a Board that honors my wishes to complete my tenure this year. Dr. James Hammond and I will enjoy some quality time with our wonderful grandchildren and continue to be supportive of the GREAT CSU!
It is my sincere hope that Central State University will always envision a future that represents innovation, inclusiveness, respect and appreciation for different points of views and experiences; and an embracement of all people regardless of race, culture, or ethnicity. I hope that we always view diversity in our students, faculty and staff as strengths and assets; that we seek to be enlightened as citizens with world views. We have important information to communicate regarding the leadership at Central State University.
After eight years of inspired, intentional and transformational leadership focused on the tenets of Service, Protocol and Civility, Dr. Cynthia Jackson-Hammond announced yesterday that the 2019-20 academic year will be her last year as president of Central State University. This transition was planned in connection with Dr. Jackson-Hammond’s contract extension that was entered into in 2018. Consequently, the Board of Trustees has launched the search for the next president of this fine institution.
President Jackson-Hammond’s tenure has undoubtedly marked a period of growth and prosperity for our University and we are all eternally grateful for the course on which we have been set because of her leadership and vision. Dr. Jackson-Hammond started her tenure as president with a goal of making Central State a beacon of academic excellence and a citadel for growth opportunities for our students to thrive in a campus environment where they are immersed in scholarship, increased research opportunities and the arts in preparation for future success. To that end, the Central State University Board of Trustees declares to our beloved “Madam President,” mission accomplished! Over the remainder of this academic year we will have designated opportunities for the campus, greater community and the State of Ohio to celebrate the accomplishments of our 8th President of Central State University.
As we continue to evolve from a teaching institution to a teaching and research institution in connection with our status as an 1890 Land Grant Institution, the Board of Trustees embarks on this pivotal moment in the institution’s proud and distinguished history with the goal of hiring a president for Central State University who will move us forward on our mission to academically prepare students with diverse backgrounds and educational needs for leadership and service in an increasingly complex and rapidly changing world.
The Board of Trustees is appointing a Presidential Search Advisory Committee to work with our search consultants, Academic Search, Inc. and the Board in conducting this national search. The 12-member Presidential Search Advisory Committee will be broadly representative and includes representation from the student body, faculty, administration, alumni, members of the community as well as members of the Board of Trustees. The Presidential Search Advisory Committee will be chaired by Trustee Vice Chair Rev. Larry Macon, Jr. Information on the membership of Presidential Advisory Committee will be finalized next week. The Board anticipates the selection of the final candidate in the first quarter of 2020 so as to allow transitional planning prior to the next academic year at Central State.
We specifically want to make all the campus community, alumni, and external constituencies aware that on September 16 and 17, 2019 the Presidential Search Advisory Committee, in conjunction with Academic Search, Inc., will conduct a number of “Listening Sessions” on campus. Faculty, staff, students, community representatives and alumni will be invited to participate in scheduled conversation. Central State University’s new President, Dr. Jack Thomas, has donated $50,000 of his salary toward the creation of a new Presidential Scholarship Fund, he announced today.
In a video released by the University, Dr. Thomas stated that he was motivated to make the gift to show solidarity with University employees financially affected by COVID-19.
“Though it was difficult for the University to institute furloughs and wage reductions, these were prudent decisions to ensure that Central State remains on sound financial footing,” he said. “I would not ask others to endure sacrifices that I’m not willing to endure myself. So today I am donating $50,000 from my salary to create a Presidential Scholarship Fund for our students.”
Dr. Thomas said his commitment is just the beginning of the Presidential Scholarship fund and for Central State.
“I will immediately seek a $50,000 matching gift, and continue to leverage that cumulative $100,000 investment to bring other contributors to this fund so that Central State University’s greatest resource – our students – are given every advantage to get the quality Marauder education that only Central State University can provide,” he said.
The launch of the Presidential Scholarship Fund is yet another signature move at the outset of his 15-day presidency.
Nearly a month ago, he penned an Op-Ed supporting the Black Lives Matter movement and called on community leaders to work with him to make sure the nation is safe for everyone. A week before becoming president, he appointed a Blue-Ribbon Task Force of higher education experts to help guide his strategic thinking. And over the past weekend, he championed a social media fundraising effort that garnered $15,000 in funds raised for the University.
Dr. Thomas took office as the University’s ninth president on July 1. He has communicated his nine strategic goals, of which University fundraising is one.

When paying for college, there are various funding options available to families which include federal aid and scholarships. The application process for aid is time-sensitive. In some cases, aid is awarded on a first-come, first-serve bases due to limited availability. Adherence to due dates and accuracy of required information will increase the likelihood for award consideration.
Each year beginning October 1st students and parents can begin completing the Free Application for Federal Student Aid (FAFSA) at www.fafsa.ed.gov. Completing this application is required in order to be considered for various federal grants and loans. It is critical that students complete their FAFSA early so they may be considered for the maximum financial aid award possible. Some aid is awarded on a first-come, first-serve bases due to limited availability. Below are details regarding each of the federal aid programs your student could be eligible to receive:
Federal Direct Loans
A subsidized loan is awarded on the basis of financial need. You will not be charged any interest before you begin repayment or during authorized periods of deferment. The federal government "subsidizes" the interest during these periods.
An unsubsidized loan is not awarded on the basis of need. You'll be charged interest from the time the loan is disbursed until it is paid in full. The TEACH Grant provides up to $4,000* per year in grants for graduate and undergraduate students in specified majors who intend to teach full-time in high-need subject areas for at least four years at schools classified as serving low-income students.
*While the TEACH Grant Program was originally funded at annual $4,000 awards, the federal budget has adjusted the amounts that could be awarded students within subsequent timeframes.
Federal work-study provides part-time jobs for undergraduate and graduate students with financial need, allowing them to earn money to help pay education expenses. The program encourages community service work and work related to the student’s course of study.

AM I REQUIRED TO HAVE THE STUDENT INSURANCE? WHAT IF I HAVE INSURANCE?
Insurance is a mandatory fee which is charged to all students registered for 12 credit hours or more. If you have accepted /approved medical insurance the fee can be waived.
HOW DO YOU WAIVE/ENROLL THE INSURANCE?
The insurance is waived by www.chpstudent.com . Once you provide your insurance information, the provider will determine whether or not you qualify for the waiver.
There is a deadline for waiving the insurance. If the deadline is missed, the fee will have to be paid.
WHERE AND HOW DO I PAY FOR MY CLASSES?
Payment(s) can be made or mailed to the Office of Cash Management. Payment(s) can also be made online with a credit card Visa, MasterCard, Discover, American Express or eCheck.
DOES THE CASHIER'S OFFICE PROVIDE BANKING SERVICES FOR STUDENTS?
No. There is an ATM located in the University Student Center.
HOW IS MY FINANCIAL AID AWARD APPLIED?
Financial Aid is applied directly to the student’s account to pay tuition, required fees, room and board (meals). Any over-payment is refunded to the student. Work Study cannot be used to guarantee payment. Parent Plus loans can be used if they have been approved.
WHAT CAN I DO IF MY FINANCIAL AID IS NOT ENOUGH TO COVER ALL MY UNIVERSITY CHARGES OR IF I DO NOT HAVE FINANCIAL AID?
You can attempt to take out a private loan with a financial institution or use the University’s approved payment plan or pay the difference through one of the other listed forms of payment.
DO YOU ACCEPT SCHOLARSHIPS FROM OTHER SOURCES?
Yes, we accept scholarships from all sources. They can be used to pay the bill or reduce the balance due. The Financial aid office should be given a copy of all award/ scholarship letters.
HOW DO I KNOW IF I WILL GET A REFUND?
Once your bill is paid in full from any source and the payment results in an over-payment, then you are due a refund.
HOW WILL MY REFUND BE PROCESSED?
There are three methods of receiving a refund: Check, PNC pay card or direct deposit.
HOW DO I KNOW IF I QUALIFY FOR BOOK ADVANCE?
You qualify for book advance if you will have a credit after the mandatory charges have been accounted for.
WHAT IS ENROLLMENT CLEARANCE?
Enrollment Clearance is completion of enrollment into the University. This is achieved by paying/covering the amount due on your student account.
All students who register for classes must complete their enrollment into the University by receiving Enrollment Clearance.
WHAT DOES ‘Administrative Withdrawal’ MEAN?
Administrative withdrawal means that your classes have been removed from the system because they were not Enrollment Cleared (not paid). If classes are administratively withdrawal you need to register again and contact the Office of Cash Management if you are on the payment plan or pay the amount due.
The Federal Educational Rights and Privacy Act, generally known, as FERPA is a federal law designed to protect the privacy of a student’s educational records. Under the protection of FERPA, the University is NOT permitted to disclose information regarding your child’s educational record with anyone including parents, guardians and family members.
The provision on non-disclosure can be waived if the student signs authorization granting the University permission to disclose to parents or whomever they desire, information regarding educational records and or other related matters. The authorization form is available during student orientation sessions or can be obtained from the Office of the Registrar.
FERPA Frequently Asked Questions
The Family Educational Rights and Privacy Act (FERPA) is a federal law designed to protect the privacy of a student's educational records. Under FERPA, directory information may be publicly shared by the University, unless the student specifically requests that directory information not be released.
FERPA applies to students presently enrolled at Central State University (CSU), as well as former students and alumni, but it does not apply to applicants seeking admission to the institution.
As noted above, the rights under FERPA transfer from the parents to the student, once the student turns 18 years old or enters a postsecondary institution at any age. However, although the rights under FERPA have now transferred to the student, a school may disclose information from an “eligible student’s” education records to the parents of the student, without the student’s consent, if the student is a dependent for tax purposes. Neither the age of the student nor the parent’s status as a custodial parent is relevant. If a student is claimed as a dependent by either parent for tax purposes, then either parent may have access under this provision.
If the student is a dependent for income tax purposes, the institution may disclose any education records, including financial records to a student’s parents. If the student is not a dependent, then the student must generally provide consent for the school to disclose the information to the parents.
If a student is attending a postsecondary institution – at any age – the rights under FERPA have transferred to the student. However, in a situation where a student is enrolled in both a high school and a postsecondary institution, the two schools may exchange information on that student. If the student is under 18, the parents still retain the rights under FERPA At the high school and may inspect and review any records sent by the postsecondary institution to the high school.
Yes, if the student is under the age of 21 at the time of the disclosure FERPA was amended in. Also, if the student is a “dependent student” as defined in FERPA, the institution may disclosure such information, regardless of the age of the student.
The University may disclose student information to appropriate persons, including parents of a student, in connection with an emergency if knowledge of the information is necessary to protect the health or safety of the student or other individuals.
CSU has designated the following as directory information: name, degrees and awards received (including dates), address, CSU assigned email address, most recent previous educational institution attended, phone, participation in sports and activities, date of birth, class level, program of study, enrollment status (full/part-time), dates of attendance, and appropriate personal athletic statistical data.
No information will be released to any requestor, including insurance companies and prospective employers, without the expressed written consent of the student. Nor will the student's name be included in the published Dean's List, student directory, commencement brochure or any other institutional publication or press release.

"University officials" are University employees with general or specific responsibility for promoting the educational objectives of the University or third parties under contract with the University to provide professional, business and similar administrative services related to the University's educational mission.
"University officials" are permitted access to student educational records without student consent as long as those officials have a "legitimate educational interest" in that student's record. Under those limited circumstances the student's permission is not required.
According to the US Department of Education, a school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibilities for CSU.
