Annexation Questions & Answers

What does municipal annexation mean?

Municipal annexation is a process by which a city expands its boundaries to unincorporated areas. Usually, the annexation allows for the unincorporated area to receive needed services that will benefit the newly incorporated area.

What are the benefits of the CSU and Xenia annexation?

As an 1890 Land-Grant University, Central State University is obligated to provide research and extension services to 10 counties.  Greene County is one of our service counties. Xenia, the closest municipality to CSU, has provided opportunities for partnerships to better serve our mission as a Land-Grant Institution.  A formal annexation will help us progress toward the designated mission of serving communities in our immediate backyard.

Additionally, annexation will give the University greater autonomy in deciding how we can grow in the next decades not only from a spatial capacity, but also as an economic driver for the community. As our student body grows, and our mission and obligations as a Land-Grant Institution expand, CSU must strategically position its thinking and actions to meet opportunities that will occur now, and in future years.

When a university becomes part of a municipality, the municipality has a greater interest in the success of that university. The partnership allows for representation on various city commissions, engagement with city management to attract industry, stronger and better relationships with the school district to support teachers and enhance students’ preparation for college; internships, co-op experiences and employment opportunities for students; and additional and expanded security and safety for the University. There will be opportunities for joint application for federal and state grants.  There will also be immense economic savings from not having to pay for emergency services that will only increase as the University grows.

How long will the annexation take before completion?

The initial phase begins in 2017 and the final phase will be completed by 2019.

How will CSU employees be impacted financially?

There will not be any financial impact during Phase I (2017-2018) of the annexation process. Based on University estimates, approximately half of all employees will experience incremental impact on their tax withholdings in mid-2018.  Consult your tax adviser to understand individual impact, if any. Some neighboring cities where CSU employees reside may offer a reciprocity agreement between cities. Reciprocity agreement means that the residential city credits 100% or some lesser amount of the taxes paid to the city of employment towards the taxes owed to the city of residence. In the absence of a reciprocity agreement, the employee will be assessed the tax of the city of residence and the Xenia income tax which is 2.25%.  If a CSU employee resides in Xenia, there is no additional tax impact.

Will annexation affect the University’s mailing address?

There have been no indications or notifications of a change in the University’s address.


Xenia and Central State University have developed a mutually beneficial relationship that has grown positively over many years.  Central State University students and employees patronize Xenia’s stores, dine in their restaurants, participate in Xenia’s annual parade, fill our gas tanks at their stations, place our students in their schools for student teaching experience and we participate in Xenia’s annual city fair and other celebrations!  With annexation and as a significant partner, the University will be the beneficiary of services and opportunities that will sustain our growth and longevity for years to come.
